Byron M. Murray’s career as a Public Servant started with his 13 years of service in the US Army Reserves and the Missouri National Guard as a Neurosurgical Assistant and Field Medic. His public service continued while in college in 1993 as an intern with the Missouri Department of Social Service as a Child Support Enforcement Technician. After completing his undergraduate degree in Agricultural Business at Lincoln University in 1997, Byron worked in several state agencies, including the Missouri Department of Natural Resources as a Planner II, Management Analyst Specialist II and a Fiscal and Administrative Manager/Unit Chief.
Byron completed his Master of Public Administration in 2004 at the University of Missouri – Columbia. He is currently employed with the Missouri Public Service Commission as a Regulatory Economist III, where he works in the Tariff/Rate Design Unit of the Operational Analysis Department for the Commission Staff Division. In addition to his duties reviewing and analyzing the tariffs and the rate designs of gas and electric Investor Owned Utilities, he is the subject matter expert for the implementation of electric vehicle charging station infrastructure throughout the state of Missouri.
Byron volunteered for and participated in a National Association of Regulatory Utility Commissioners (NARUC) Partnership Exchange on Energy Efficiency and Energy Audits for the Country of Bangladesh’s Bangladesh Energy Regulatory Commission (BERC). The event was held from April 9, 2019 through April 12, 2019 at the Sofitel Sukhumvit Hotel in Bangkok, Thailand.
The partnership exchange was sponsored by the U.S. Agency for International Development (USAID) and Organized by NARUC.
BERC was established in 2004. In its regulations of the power, gas, and petroleum sectors, BERC performs three major functions: determination of tariffs, issuing licenses, and dispute settlement. The activity was developed to assist BERC with improving performance of energy audits in Bangladesh in general; as well as what strategies exist to enhance energy efficiency in general.
